I frequently encounter the same situation whenever I order a McDonald's combo meal. A typical combo meal consists of a sandwich + fries + softdrink. I don't want the softdrink but if I order the sandwich and fries separately, it costs more.

So what I end up doing is ordering the combo meal while asking the attendant not to give me the coke ("No coke please... yes really, I don't want the softdrink. No, don't fill up the glass, I really don't want it, thanks.")

This ends up taking more time and sometimes results in confused looks from the service crew, but it's worth it.

By the way, fish, chips, and pot of tea sound great! We don't get that here in the Philippines :)
